The District of North Vancouver (DNV) strictly enforces a 100% electronic submission policy for all building permits—including new custom homes, duplexes, secondary suites, renovations, and commercial tenant improvements. Hybrid paper/digital applications are not accepted. Submissions are uploaded directly to District staff using a secure ownCloud file transfer link.
DNV enforces some of the strictest digital intake standards in Metro Vancouver. Notably, if a building permit submission is incomplete or improperly formatted and rejected more than twice, a penalty fee is charged for the 3rd submission onwards. Furthermore, PDFs must not be digitally locked/certified, and all files must strictly follow civic address naming conventions. Canadian Blueprint handles all technical drafting, seal requirements, and file naming behind the scenes so your application clears DNV intake on the first try.

How the District of North Vancouver Permitting Process Works (Step-by-Step)
Step 1 — Receive Your Ready-to-Upload Package from Canadian Blueprint
Before requesting your ownCloud link, Canadian Blueprint drafts and compiles your complete architectural blueprint package:
- Strict Civic Address File Naming: We name every PDF following DNV's mandatory standard (e.g.,
355 W Queens Rd – Architectural Drawings A1-14). - Unlocked Digital Seals: High-resolution vector PDFs, 300 DPI, unlocked and single-layered, featuring digital seals conforming to AIBC/EGBC guidelines without document "locking" so District examiners can apply digital municipal approval stamps.
- Zero Rejection Risk: Complete, verified document packages that eliminate the risk of hitting DNV's 3rd-submission penalty charge.
Step 2 — Request an ownCloud Link & Upload Documents
Once your drawings and checklists are ready:
- Send an email to building@dnv.org with your property address requesting an ownCloud upload link.
- Open the secure ownCloud link sent by District staff and upload your completed Building Permit Application Form, Document Checklist, Title Search, and Canadian Blueprint's named PDF drawing sets.
- Building Department staff review the submission for completeness and notify you when your application is formally accepted.
Step 3 — Settle Partial Permit Fees Online
After staff confirm your submission is complete:
- The District emails a secure payment link to pay the partial permit fee online.
- Upon payment, your file is officially assigned a Building Permit (BLD) number (e.g.,
BLD2026-00001) and enters technical plan checking.
Step 4 — Forward Any Plan Checker Review Comments Directly to Us
During plan review, DNV examiners review your drawings against the BC Building Code, local zoning bylaws, and environmental guidelines.
If plan checkers require drawing revisions or additional details, they will issue a review notice. Simply forward that notice to Canadian Blueprint. We will review the examiner's comments, update the CAD drawings with revision bubbles/clouds, and re-export the full drawing set named to DNV's revision standard (BLD2026-00001 – Address – Architectural Drawings A1-14 – Revised [Date]).
Step 5 — Settle Final Fees, Download Stamped Plans & Schedule Inspections
When your application is fully approved:
- Pay the remaining permit balance and security deposits via the District's online payment link.
- Upon payment, your Building Permit is officially issued, and City-stamped drawings are released.
- Jobsite Paper Set Requirement: Print one full-size (24″ × 36″ or 30″ × 42″) paper set of the District-approved stamped drawings and permit, and keep it on the construction site for all inspector visits.
- Scheduling Inspections: Schedule required site inspections with the DNV Building Department before concealing any trade work.
